Most onboarding shortlists are drawn up on welcome emails and checklists, which every product has. For a UK employer the shortlist is decided by two obligations that fall on or before a new starter's first day, and the products below differ on how squarely they meet them.
Three products, and the criterion each was judged on
Each product page was read on 30 September 2026. The criterion is whether the product issues the written statement of employment particulars on the first day of employment and holds a right to work check with the date it was made, because those two are obligations rather than preferences and they fall due before anyone has used a feature.
- Employment Hero: judged on UK shape. It is sold from a UK site as an employment platform rather than an HR add-on, and its onboarding page leads on contract issue, checklists, certifications and audit trails, which is the paperwork a principal statement and a recorded check actually are.
- Personio: judged on the handover between teams. Its onboarding is built from role-specific templates with shared checklists across HR, IT and the manager, and a dashboard showing what is done and what is overdue, which is the control a first-day deadline needs.
- BambooHR: judged on pre-day-one signing, with a caveat. Its packets, e-signatures and document status reports are the strongest of the three at completing paperwork before the start date, but the statutory forms its own page names are US ones, so a UK buyer is fitting a US onboarding flow to UK obligations.
What onboarding HR software must produce before day one
An employer must give employees and workers a document stating the main conditions of employment when they start work, and GOV.UK is explicit that the principal statement is due on the first day of employment. That makes document generation and signature the load-bearing part of an onboarding product, not the welcome sequence. Ask each vendor to produce a signed principal statement from sample data in the demo, and watch where the pay, hours and start date fields come from.
The right to work check is a record, not a step
GOV.UK requires an employer to see original documents or ask for a share code, check them with the applicant present, and make and keep copies recording the date the check was made. A product that stores an uploaded passport image without the date of the check has not done the thing that protects you from a civil penalty. Ask where the check date lives, who can edit it, and what the export looks like.
Where onboarding products genuinely differ
All three shortlisted products automate templates, checklists and reminders, so those are table stakes and should not decide a purchase. The real differences are whether the flow is built around UK contract issue or adapted from another market's statutory forms, whether the manager and IT tasks sit in the same checklist as the HR ones, and whether the record lands in the HR system you will still be using in three years.
Buying onboarding separately is usually the more expensive answer
Standalone onboarding tools demo well because they are judged on the part of the job that photographs best. The cost arrives later, when the new starter's data has to reach payroll, the HR record and the access request, and somebody owns that mapping. Count the connections before comparing prices.
Questions people ask about best hr onboarding software
When is the written statement actually due?
GOV.UK states that the employer must provide the principal statement on the first day of employment, with the wider written statement following later. That deadline, not the vendor's onboarding timeline, is what an onboarding product has to hit.
Does onboarding software do the right to work check for us?
No. It can hold the evidence and the date, and some products prompt for it, but the check itself is the employer's and GOV.UK sets out what must be seen and recorded. Treat the software as the filing system for a check a person still performs.
Should onboarding sit inside the HR system or beside it?
Inside, unless there is a specific reason not to. The value of onboarding is that the data collected once reaches payroll and the employee record without re-entry, and a separate tool has to earn back the integration it creates.
Is a free onboarding tier ever enough?
For a handful of starters a year, sometimes. The limits that matter are document signing, whether you can store the check record, and how many templates you get, so read those three limits rather than the headcount cap.
What should we take into the demo?
The last contract you issued and the last right to work check you filed. Ask the vendor to reproduce both from sample data. That request separates onboarding products faster than any feature comparison.
