Choosing a provider that fits your structure

  1. Separate the two products first. Payroll processing serves your existing entities; an employer of record supplies the legal employer. Many providers sell both under one brand, and the prices differ by an order of magnitude, so name which product each country needs before comparing anyone.
  2. Interrogate the coverage model. Owned in-country operations, a partner network, or resold local firms all get advertised as coverage. Ask which model serves each of your countries and who answers a tax authority notice there; the evidenced coverage records on this site exist for exactly this question.
  3. Compare on published, dated prices. Advertised pricing with a retrieval date is the honest baseline. Implementation fees, per-country minimums and currency handling often decide the real bill; ask every finalist to restate its quote in those terms.

One global contract or several local ones

Consolidation buys one calendar, one report format and one escalation path, at some premium and some distance from local expertise. Local specialists are often cheaper per country and closer to the rules, at the cost of coordination that lands on your team. Small multi-country headcounts usually favour consolidation through one provider; concentrated headcounts in few countries often justify local depth. The decision is operational, and it can differ country by country without breaking anything.

The accountability test

Payroll fails quietly: a missed filing shows up weeks later as a notice with interest. The contract should say who calculates, who files, whose error a late submission is, and how quickly local notices are answered, in each country by name.
