How an international payroll service is set up and run
- Scoping and country mapping. You list the countries, headcounts and pay elements involved; the provider maps each country to its delivery model, its own engine or a local partner, and states exactly which filings, payments and reports fall inside the service in each place.
- Implementation and data migration. Employee master data, year-to-date balances, benefits and tax registrations move onto the platform, and integrations are built to your HR and finance systems. This phase decides most of the eventual error rate, because payroll issues overwhelmingly enter through upstream data handovers rather than calculation.
- Parallel runs and cutover. The provider runs one or more payroll cycles in parallel with the outgoing process and reconciles every payslip difference before going live, so discrepancies surface in a test cycle instead of in an employee's bank account or a statutory filing.
- Steady state: the monthly cycle. Each period you supply changes and approvals; the provider calculates, files with each authority on its calendar, executes or instructs payments, and returns reporting. Year-end statements, off-cycle runs and country regulatory changes are handled on top, and should be priced in the contract rather than discovered on an invoice.
Aggregators, owned infrastructure and co-sourcing
Providers deliver international payroll in three broad shapes. Aggregators contract vetted local payroll firms in each country and wrap them in one platform and invoice: the widest coverage, with quality that varies by underlying partner. Owned-infrastructure providers run their own engines and entities: more consistency and tighter data control, usually across fewer countries. Co-sourced models leave part of the cycle, often approvals or data preparation, with your team.
Which shape fits depends on your footprint. Many countries at shallow headcount favors an aggregator's coverage; a concentrated footprint favors owned infrastructure; a strong retained payroll team can take the co-sourced discount. Ask every candidate the same question per country: whose entity, whose engine, and who answers when the local authority queries a filing.
What to verify before signing
Scope is the trap. A per-payslip price that excludes statutory filings, payment execution, year-end processing or off-cycle runs is not comparable to an inclusive one, so demand a scope grid by country and price the same grid across vendors; the verified prices in this index give a starting median but the grid decides the real cost.
Then verify performance and exit. Ask for first-time approval and issue rates on the provider's own book rather than industry averages, who carries penalties when a filing the provider ran is late or wrong, and exactly what data, documentation and support you receive at exit. International payroll keeps you as the legal employer in every country; if you have no entity somewhere, the product for that country is an employer of record, not payroll, and many vendors here sell both at different prices.
