Every list of top EOR companies ranks roughly the same names, and almost none of them says what the ranking is based on. This page takes the opposite approach: it sets out the small number of checks that actually separate employer-of-record vendors, and the pricing table on this site shows what each vendor advertises on its own pricing page, verified and linked, so you can weight price against coverage yourself rather than trusting a number a listicle asserted. A top vendor for a five-person team in two countries is often the wrong vendor for one executive hire in a regulated market, so the honest answer to which EOR is best starts with your countries and headcount, not with a league table.

How to shortlist an EOR vendor

  1. Start from your countries, not the brand. List the countries you will hire in over the next year. Coverage claims differ sharply in depth: a vendor may run its own entity in one market and a third-party partner in the next, and the difference shows up in onboarding speed, benefits quality and what happens in a dispute.
  2. Verify the price on the vendor's own page. Advertised EOR fees are starting tiers. Check the vendor's current pricing page for the per-employee monthly fee, then ask in writing what sits outside it: deposits, currency conversion margins, benefits administration, offboarding charges. The table on this site links each figure to the page it came from.
  3. Ask who the legal employer is in each country. Owned entity or partner network is the structural question. With a partner model, your employee's contract sits with a company you have never assessed, one step removed from your contract with the vendor. That can still be fine; it should be disclosed, not discovered.
  4. Test the exit before you enter. Read the terms for notice, for moving employees to your own entity later, and for what happens to accrued entitlements if you leave the platform. Vendors differ more on exit mechanics than on onboarding, because onboarding is the part they are incentivised to polish.

What actually separates EOR vendors

Four things carry most of the difference. First, entity model: whether the vendor is the legal employer through its own local subsidiary or relies on in-country partners, and in which of your countries. Second, price structure: flat per-employee monthly fees are easy to compare, but the spread between advertised tiers and invoiced totals varies by vendor, and the extras are where quotes drift. Third, statutory depth: whether the vendor itemises the real employer on-costs of each country, social contributions, mandatory bonuses and insurance, or quotes a bare salary plus fee and lets you find the rest later. Fourth, contract terms: notice periods, deposits, liability caps and transfer-out rights.

Rankings rarely test any of these. Many published lists are affiliate-ordered, which is why the same vendors appear in a different order on every one. A comparison you can act on holds the variables still: the same salary, the same country, each vendor's own published fee, and the invoice lines the vendor confirms in writing.

Where a top vendor is still the wrong choice

An EOR is the wrong tool past a certain headcount in one country, because per-employee fees eventually exceed the cost of running your own entity, and several vendors sell exactly that transition. It is also the wrong tool where a regulator requires the operating company itself to hold the employment relationship, or where the role needs a licence an EOR cannot carry.

Within its band, fit beats brand. A vendor with deep owned-entity coverage in Latin America may run a thin partner network in Southeast Asia; the reverse is equally common. The pricing and coverage tables on this site exist so you can check the countries you care about rather than the average across markets you will never hire in. Common questions

Which EOR company is the best?
There is no single answer that survives contact with a country list. The vendors in this index are compared on verified advertised pricing and evidenced coverage; the best one for you is the one whose entity model, fee structure and terms fit the specific countries you are hiring in.
Why do published top-ten lists disagree?
Most are ordered by affiliate payout or editorial preference rather than a stated method. The disagreement itself is the tell: rankings built from the same evidence would mostly agree.
Is the cheapest EOR a false economy?
Not automatically. A low advertised fee with an owned entity in your target country can be a genuinely good buy. The risk is a low headline fee joined to undisclosed extras or a partner-network employer of unknown quality, which is why every figure here links to its source.
How many vendors should I get quotes from?
Two or three that pass the coverage and entity checks for your countries. More than that adds noise, because quotes are only comparable once you have forced them onto the same salary, country and inclusion list.
