How to shortlist a global PEO
- Write down the countries and the headcount first. A provider's fit is decided by your specific markets. Two hires in Japan and one in Brazil is a different shortlist than ten across the EU, because coverage depth, local benefits quality and price all vary by country within the same vendor.
- Ask owned entity or partner, per country. Some providers employ through subsidiaries they own; others subcontract to local partners. Neither is automatically wrong, but partner models add a layer between you and the legal employer, and you want to know which applies in each of your countries before signing.
- Get the per-country on-cost stack in writing. The management fee is the small number. Employer social contributions, mandatory benefits, thirteenth-month pay where it exists and deposit requirements are the big ones, and a serious provider will itemise them per country at your actual salary levels.

Global PEO almost always means EOR
In the US, a PEO co-employs staff that your own legal entity already employs; the model depends on that entity existing.
