How an HR and payroll shortlist is put together
- Write down the record you need first. Every suite is built around an employee record, and the record decides what the rest can do. List the fields you must hold, who is allowed to see each one, and which of them another system already owns. A suite that cannot hold a field you are legally required to keep is out before any demonstration.
- Separate the jobs that must be in one system. Payroll and time are usually worth buying together, because hours feed pay and a reconciliation between two vendors is work somebody has to do every cycle. Hiring, learning and engagement are far more separable. Deciding which jobs share a system is the choice that sets your budget, not the vendor you pick afterwards.
- Price it per person per month, at your own headcount. Published pricing is a per-employee figure plus a platform fee plus implementation, and the three move independently. Ask each vendor to quote at today's headcount and at the headcount you expect in two years, with the modules you listed, and get the implementation charge in writing rather than as a range.
- Test the two exports nobody demonstrates. Ask to see the payroll journal that lands in your accounting system and a full export of one employee's record. Both are the things you will need on your worst week, and both are where a demonstration environment quietly differs from the product you would be sold.
- Check who carries the compliance duty after go live. Software calculates; someone still files, and someone still answers a query from a tax authority. Establish before signing whether the vendor files on your behalf, whether that is included in the price, and what happens to a penalty caused by the product rather than by your data.

- Is one suite for HR and payroll better than two systems?
- One suite removes a reconciliation and usually a data-entry step, which is worth real money every pay cycle. Two systems win when your payroll is unusual enough that the specialist product is materially better at it, because a suite that pays people badly is not saved by a tidy employee record.
- What does HR and payroll software normally cost?
- It is quoted per employee per month, often with a platform fee and a one-off implementation charge, and the mix differs enough between vendors that two quotes with similar headline rates can land far apart. Compare the annual total at your own headcount rather than the per-seat number.
- Do we need payroll software if we outsource payroll?
- If a bureau or a PEO runs payroll for you, you are buying a service rather than a product, and the comparison is a different one. The pages here compare products you run yourself; the outsourced route is quoted by provider and is a separate decision.
- How long does implementation take?
- The work is rarely the software and almost always the data: cleaning the employee record, agreeing who approves what, and running at least one parallel pay cycle. Ask each vendor for the parallel-run plan, because a vendor who does not propose one is telling you something.
