How an international PEO engagement works

  1. The vendor employs your hire through its local entity. In each country, the vendor's own entity or its in-country partner becomes the legal employer: it signs a contract compliant with local labour law, in the local language where required, and registers the employment with the local authorities.
  2. Payroll and statutory costs run locally. The employee is paid in local currency with the country's tax withholding, social contributions and mandatory benefits applied. You receive one consolidated invoice: total employment cost plus the vendor's fee, itemised so the statutory stack is visible.
  3. You manage the work across every market. Day-to-day management stays with you in every country, while the vendor carries the legal employer duties in each. Terminations, leave and disputes run through the vendor under local law, which is precisely the risk transfer the fee pays for.

Owned entities versus partner networks

The deepest structural difference between international PEO companies is invisible in their marketing: whether the vendor employs through entities it owns in each country or through a network of third-party partners. Owned entities mean one company is accountable end to end; partners mean your employee's legal employer in a given country is a firm you never evaluated, coordinated by the brand you bought from. Partner models can be entirely compliant and are often how coverage reaches smaller markets, but you should know which model applies in each country you hire in, and the better vendors disclose it per country without being pressed.

Coverage counts deserve the same scepticism. A vendor advertising service in an enormous list of countries usually means owned entities in some, partners in more, and a referral in the rest. The practical question is not the size of the list but the model, the price and the evidence for the two or three countries you will actually hire in this year.

How to compare pricing across vendors

The advertised figure is a per-employee monthly fee, and the vendors in this index that publish one advertise the amounts shown in the table above, with the median beside them. The fee is only the vendor's own slice: on top sit the target country's employer costs, social contributions, insurance, mandatory bonuses and leave accruals, which vary enormously between countries and pass through to you at cost whoever the vendor is. A useful quote itemises fee and statutory stack separately for the specific country; a quote that blends them cannot be compared with anything.

Then read the parts that do not appear in the headline: deposits and their return terms, currency conversion margins on payroll funding, offboarding charges, and what happens to accrued employee entitlements if you move to your own entity later. Two vendors with the same advertised fee can differ meaningfully once those are priced, which is why every figure in this index links to the page it came from and carries the date it was read.

Is an international PEO the same as an EOR?
In practice yes: outside the United States the vendor's local entity is the sole legal employer of your hire, which is the employer of record model. The PEO label survives in marketing because buyers search for it, not because co-employment operates across borders.
Do I need an entity in each country to use one?
No, that is the product's point: the vendor's entity or partner is the employer, so you can hire in a country without incorporating there. If you already have an entity in a country, what you need there is payroll and HR support, which is a different, cheaper service.
