A bureau runs many employers, on many pay frequencies, with different sign off arrangements and a client who will phone about one payslip while another client's deadline is an hour away. The features that matter are the ones that make fifty payrolls a month manageable by a small team without anything being missed.

What a bureau should test before switching

  1. Run the busiest week, not one payroll. Ask to see a week with several clients due: the work list, what is outstanding, who is waiting on client approval and what will miss its deadline. A product without a cross client view will be managed from a spreadsheet beside it.
  2. Check client approval and the audit of it. Bureaux live on evidence that the client approved the figures. Establish how approval is requested, what the client sees, how it is recorded, and what happens when they approve late. That record is your defence when a client disputes a payment.
  3. Test bulk operations. Rate changes, a statutory uplift across many clients, and year end are bulk jobs. Ask what can be applied across clients at once and what must be done one at a time, because that difference is a week of somebody's time each year.
  4. Ask about permissions and client separation. Staff should reach the clients they handle and no others, and a client portal should show only their own data. Ask how that is enforced and what a mistaken cross client action looks like in the audit log.

What bureau products do that in house ones do not

A work list across clients, templated client setup, bulk actions, and reporting on the bureau's own operation rather than on any one employer. They also tend to price per payslip rather than per employee, which matches how a bureau bills.

They are usually weaker on the HR side, which is correct: a bureau is selling payroll, and an employee record for fifty client companies is not its product.

Moving a bureau between products means moving every client's history, and the safe route is client by client with parallel runs rather than a single cutover. Plan it across a year and start with the simplest clients, because the first migration teaches you what the plan was missing.

Two things: whether the portal is usable and whether reports arrive in the format they had before. Neither is glamorous, and both generate calls if they change without warning. Tell clients before the migration and show them the new report once rather than letting it appear in their inbox.
