How to compare international payroll providers

  1. Write down the actual requirement. List your countries, headcount per country, whether each group sits in an entity you own or needs an employer of record, and your pay frequency. Providers price against this; without it every conversation is a demo, not a quote.
  2. Ask which model serves each country. For every country on your list, ask whether the provider runs its own payroll engine or subcontracts an in-country partner, and how errors crossing that boundary get fixed and compensated. Most vendors mix models, and the answer differs by market.
  3. Demand identical, itemised quotes. Require per-payslip or per-employee fees separated from setup, year-end, off-cycle runs and corrections, quoted on your real census. Blended platform-plus-service numbers cannot be compared across vendors and are blended for exactly that reason.
  4. Verify evidence and exit before signing. Ask for sample filing evidence from two of your countries, where employee data is processed and under what terms, and what leaving costs: notice, data handover format, and final-year document delivery. A provider confident on exit terms is usually sound on the rest.

The delivery model decides your experience

International payroll is delivered through two architectures. Aggregators unify a network of local payroll bureaus behind one platform: coverage is broad, but service quality varies with each partner and a correction can take two organisational hops. Own-engine providers run payroll on their own infrastructure per country: consistent behaviour, narrower coverage, slower to add an unusual market. Neither is better in the abstract; a company with two people in each of twelve countries needs reach, while one with three large country payrolls should weight consistency.

The practical failure mode is assuming one answer covers all countries. Large vendors run their own engines in flagship markets and partner everywhere else, so the model question has to be asked country by country, and the contract should say which applies to yours.

Payroll provider or EOR: price the right product

Payroll processing assumes you have a legal employer in each country: your entity, or an employment arrangement that already exists. Where you have neither, the product you need is an employer of record, which legally employs the person for you and costs several times more per employee per month than processing a payslip does. Comparing an EOR's price against a payroll provider's fee is comparing different products, and vendors that sell both will happily let the confusion stand.

Which international payroll provider is best?
It depends on your countries and structure. Aggregators win on breadth, own-engine providers on consistency, and the same vendor can be strong in one of your markets and subcontracted in another. Comparing identical itemised quotes on your census is the reliable route.
Do these providers employ my overseas staff?
No. Payroll providers process pay for an employer that already exists. If you have no entity in a country, you need an employer of record for that hire, which is a different, more expensive product; many vendors sell both.
