Both can be right. The difference shows up on the days when a rule changes, because in one case that is the vendor's problem and in the other it quietly becomes yours.

What a UK buyer should test

  1. Ask who maintains the statutory calculations. Holiday entitlement, statutory sick and family pay and the treatment of irregular hours are UK rules that move. Ask whether the vendor updates them, where the change is published to customers, and what happened at the last change. A vendor that expects you to configure a statutory rate is telling you where the work lives.
  2. Decide the payroll boundary explicitly. A UK HR system may run payroll, be certified against a payroll product, or export a file. Each is described as integrated. Find out which, and if it is an export, who reconciles the two systems and how often.
  3. Check where the data sits and who can reach it. Ask where the data is hosted, which subprocessors touch it, and how a subject access request is answered. These are ordinary questions with documented answers at a serious vendor, and a vague reply is itself the finding.
  4. Get the total at your headcount, in sterling. Per employee pricing plus a platform fee plus implementation, quoted annually in your own currency, at today's headcount and at the next band. Currency matters where the vendor prices in dollars and your budget is not in dollars.

Where UK and US built products differ

The record and the workflows are much the same. The divergence is in statutory calculation, payslip and reporting expectations, and the assumptions built into leave: accrual by hours worked, bank holidays that are not public holidays elsewhere, and the treatment of part year workers. A product that models those natively saves you configuration you would otherwise own.

The honest counterweight is that the largest international products are often stronger on the record, permissions and reporting. If your UK payroll stays with a bureau or a specialist product, that strength may matter more than native UK leave rules.

What the UK market is good at

Small and mid market UK vendors tend to do holiday, absence and the statutory basics well, at prices that suit employers below a few hundred people. They are usually weaker on reporting depth and on multi country support, which only matters once you have people outside the UK.

If you expect a second country soon, say so during the demonstration rather than after, because the answer changes the shortlist rather than the configuration.
