Best international PEO: how to choose
An international PEO is, in most vendors' usage, an employer of record service sold under the older PEO label: a provider that legally employs your hire in a country where you have no entity, runs local payroll and carries the compliance duties, while you direct the work. How to choose an international PEO
- Decide which product you actually need. If you have no entity in the hire's country, you need an employer of record arrangement, whatever the vendor calls it. If you already have a local entity and want payroll and HR administration on top, you need a co-employment PEO or a payroll provider instead. Getting this wrong wastes every later step, so settle it before comparing anyone.
- Shortlist on verified coverage in your countries. Coverage claims of 150 or 160 countries mix owned entities with third-party partners. For each country you will hire in, ask whether the provider employs through its own entity or a partner, and ask for the entity name. Owned entities generally mean tighter control and fewer handoffs; partner models can be fine but you should know who actually signs the contract.
- Compare real prices, not headline tiers. Advertised per-employee monthly fees are starting tiers. Ask each shortlisted vendor for a full quote on a real role: gross salary, employer costs, deposit requirements, currency conversion margin, benefits administration and offboarding charges. Providers with owned entities in your target countries control the employment chain end to end; providers using in-country partners are reselling another firm's employment capacity with a platform on top. Neither model is automatically better, but the price should reflect the structure, and you should not pay owned-entity prices for a partner-model country. Pricing: what the advertised number leaves out
