Testing coverage claims
- Ask which countries are owned and which are partnered. Country by country, for your list. A partnered country means a third party you did not choose, with their own service levels and their own calendar.
- Reference a country where you have few people. Everybody is competent where you have hundreds. Ask for a reference customer with five employees in your smallest market, because that is where service quality is exposed.
- Trace the data flow for one country end to end. From the HR record to the local filing and back to consolidated reporting. Where a step is a spreadsheet, that spreadsheet is your monthly work forever.
The three delivery models
A single platform operating in every country directly, rare and usually limited in coverage. An aggregator with a consistent front end and local partners behind it, common and variable. Or a set of local providers coordinated by you, which is the cheapest and the most work.
Aggregators are the usual answer for a business in ten to thirty countries. The quality question is how thin the front end is: a portal that only collects and forwards gives you one login and none of the consistency you were buying.
What global really has to deliver
One calendar, consistent data definitions, consolidated reporting in one currency with an audit trail back to each local run, and a single point of escalation when something is wrong in a country where you have nobody. Those four are the product.
Consolidated reporting is where thin aggregation shows. If the consolidated figures are assembled from files each month rather than produced from one data model, they will disagree with local reports and somebody will spend every month explaining why.
Where global HR management fits
The employee record should be global and singular; the payroll can be federated. That arrangement gives consistent people data and lets each country's payroll be as local as it needs to be, which matches where the complexity genuinely lives.
Data protection shapes this more than most buyers expect. Moving employee data between regions has conditions, and the sensible design keeps local data local and moves only what consolidated reporting actually needs.
