International payroll service, chosen on the evidence

An international payroll service runs pay for employees in countries where your company has no payroll function of its own: calculating gross-to-net under each country's rules, filing with each tax authority, and paying people in local currency on local schedules. For a UK employer the decision usually sits between a payroll-only provider, which needs you to hold a legal employer registration in each country, and an employer of record, which supplies the legal employer as well. Which one fits depends on whether you have entities abroad, and the vendors on this site are compared on exactly that line.

Figures on this page come from the EOR Compass Pricing Index: 7 vendors with a verified published price, median $499 per employee per month, checked against each vendor's own pricing page.

How an international payroll service engagement works

  1. Map where you are the employer. List each country, whether you hold a registered entity or payroll registration there, and how many people you pay. Payroll-only services need those registrations to exist; where you have none, the same hire routes through an employer of record instead.
  2. Choose consolidated or per-country. A single provider aggregating every country into one contract, one calendar and one report is simpler to run; per-country specialists can be cheaper and closer to local rules. The trade is coordination overhead against local depth, and it shifts with headcount.
  3. Agree the compliance boundary in writing. The contract should state who files what with each authority, who answers local notices, whose error a late filing is, and how year-end documents reach employees. The published terms the vendors on this site carry are the starting point for that conversation.

Payroll service or employer of record

The two products are frequently sold under one label and they solve different problems. An international payroll service processes pay for staff your own entities employ: it calculates withholding, files returns and moves money, but the employment compliance risk stays with you because you are the employer. An employer of record legally employs the person for you, so payroll arrives bundled inside a larger service that also owns contracts, statutory benefits and terminations.

The practical test is registration. If you already hold entities and payroll registrations in the countries where people sit, a payroll service keeps your costs at processing level. If you do not, the cost of creating and maintaining those registrations usually exceeds an employer of record's fee for small headcounts, which is why the two markets are compared side by side across this site's vendor pages.

What separates providers on the evidence

Coverage claims are the noisiest part of this market: a long country list can mean owned local operations, a partner network, or little more than a sales page. The comparisons here rest on what vendors publish and what can be verified from it: advertised pricing with its retrieval date, evidenced country coverage, and where the vendor's own documentation places the line between its payroll product and its employer-of-record product. Reading a provider against those records before the first call is the cheapest diligence available, and the policy and contract documents always control over any summary here.

Common questions

What does an international payroll service cost?
Pricing is usually per employee per payslip for payroll-only work, with implementation fees per country. The verified vendor prices on this site show the advertised range; consolidated multi-country contracts price differently from single-country engagements.
Can one provider run payroll in every country?
Global providers aggregate many countries under one contract, often through local partners. What matters is not the length of the country list but whether the provider evidences its own operation or names its partner model for the countries you need.
Do I still need local entities?
For payroll-only service, yes: the provider processes pay for an employer that already exists in-country. Without an entity, the equivalent hire runs through an employer of record, which supplies the legal employer as part of the service.
