How a contractor management service runs an engagement
- Onboarding and right-to-work checks. The provider collects the contractor's business details, verifies identity and right to work, and builds the engagement record: contract terms, rates, the end client, and a description of the actual working practices, which matters later for status.
- Status assessment under the off-payroll rules. For UK engagements the provider documents an employment status determination for tax, typically running HMRC's Check Employment Status for Tax (CEST) tool alongside a review of the written contract and the day-to-day working practices, and it stores the reasoning so the decision can be evidenced if HMRC asks.
- Contracts and ongoing compliance. The service issues the contract chain between client, agency and the contractor's company, keeps insurance certificates and status confirmations on file, and re-checks the position when the role, the deliverables or the working practices change mid-engagement.
- Invoicing, payment and one ledger. Approved timesheets become consolidated invoices; the provider pays each contractor's limited company or umbrella on the agreed terms and gives the client a single ledger of contractor spend instead of dozens of separate supplier relationships.
What contractor management is, and is not
A contractor management service administers engagements with people who remain independent businesses. That is a different product from an umbrella company, which employs the contractor directly and runs PAYE on their pay; from a recruitment agency, whose job is finding the people in the first place; and from an employer of record, which becomes the legal employer of a full employee in a country where you have no entity. Several vendors in this index sell more than one of these products, at different price points, so the label on the invoice matters less than which entity holds which obligation.
The service earns its fee where contractor volume makes manual administration fail: one process for onboarding, one place where every status determination and insurance certificate lives, one payment run. For a company engaging one or two contractors, the same steps exist but a spreadsheet may carry them; the case for a platform grows with headcount and with the cost of getting a status call wrong.
Why the off-payroll rules shape the service
Since April 2021, medium and large private sector clients have been responsible for determining the employment status for tax of contractors who work through their own companies; GOV.UK guidance confirms that where the client is small, that decision stays with the worker's own intermediary instead. Either way the determination is made contract by contract, and a wrong call carries tax consequences for whoever was responsible for it. A contractor management provider does not move that legal responsibility, and a good one will say so plainly; what it sells is a consistent, documented process so the decision-maker can show how each conclusion was reached.
Ask any prospective provider three things: what methodology it uses for status assessments and whether the output would survive an HMRC review; how it handles a contractor who disagrees with a determination; and what happens to the stored evidence if you leave. Common questions
- Is a contractor management service the same as an umbrella company?
- No. An umbrella employs the contractor and runs PAYE on their earnings. A contractor management service administers engagements with contractors who remain independent businesses; it can pay an umbrella as part of the chain, but it is not the employer.
- Who decides IR35 status when I use a contractor management service?
- The legal duty stays where the legislation puts it: with the client for medium and large private sector engagements, and with the contractor's own company where the client is small. The service documents and administers the decision; it does not take on the liability by itself unless the contract says so explicitly.
- Can the same provider also employ people for us abroad?
- Often, yes. Many vendors in this index sell contractor management alongside employer of record services, and the pricing differs a lot between the two. Compare the verified prices per product, not per brand.
- What should the service hand over if we switch providers?
- The engagement records: contracts, status determinations with their reasoning, insurance evidence and payment history. Ask about export before signing, because that archive is your defence file if HMRC reviews a past engagement.
