What the payroll side of an EOR actually does
- Gross-to-net, per country. The EOR calculates what a gross salary becomes after that country's employee taxes and social contributions, and what it costs you after employer contributions, then pays the net in local currency on the local payday rhythm.
- Filings and remittance. Employer registrations, monthly or quarterly filings and payments to the tax and social security authorities are made by the EOR in its own name as the legal employer.
- Payslips and year-end documents. Employees get compliant local payslips and year-end statements from the EOR, which matters at mortgage and visa time.
- One consolidated invoice to you. You see salary cost plus fee per person, in your billing currency, instead of running separate payroll registrations in every country you hire in.
EOR payroll versus payroll software
Payroll software calculates and files for a company that already employs people through its own entity. EOR payroll includes the entity: the vendor is the employer, so its fee also buys the compliance liability, not just the arithmetic. That is why the advertised prices in the table above sit far above per-employee payroll software pricing, and why comparing the two on price alone misleads.

Common questions
- Does the advertised EOR fee include payroll?
- Yes. Running compliant local payroll for the employee is the core of the product at every vendor in this index; the advertised per-employee monthly fee includes it. What varies is what sits on top: benefits administration, deposits and currency margins, which the vendors' own pages describe.
- Can an EOR pay contractors too?
- Most vendors sell a separate, much cheaper contractor product, shown in the contractor price column of the table. It manages agreements and payments for people who are genuinely self-employed; it is not employment, and misclassifying an employee as a contractor is the risk several vendors also sell protection against.
- Whose name is on the tax filings?
- The EOR's. It is the registered employer, so filings and remittances are made by it. You never appear before that country's payroll authorities, which is most of the point.
