Free recruitment software divides into two things that share a word and nothing else. One is a commercial product with a capped tier, supported and hosted by somebody who wants you to upgrade. The other is open source code you may run for nothing and must maintain yourself. The first costs money later; the second costs attention immediately, and attention is the scarcer resource in most small teams.

Comparing the two kinds honestly
- Price the hosting and the person. For an open source option, add a server, backups, updates and the hours of whoever applies them. That figure usually lands above a small commercial subscription, which settles the question for most employers.
- Check who is responsible when it breaks. With a capped commercial tier, support may be slow but it exists. With self hosted code, it is you, at whatever hour it fails, usually during a hiring push.
- Test the data obligations. Candidate data carries retention and deletion duties regardless of what the software cost. A product that cannot delete a candidate cleanly has handed you a problem the licence fee was not covering anyway.
When free commercial tiers are the right call
Small hiring volume, a short list of users, and no need for reporting. Under those conditions the capped tier does the job, and the upgrade path exists when volume arrives. Most employers hiring fewer than ten people a year should start here rather than anywhere else.
The thing to verify is the export, because the accumulated candidate history is what makes leaving expensive. Test it on day one while there is nothing to lose.
When open source genuinely wins
Two cases. You have technical staff with spare capacity and a policy reason to keep candidate data on your own infrastructure, or you need to modify the workflow in ways no commercial product allows. Both are real and both are rarer than the appeal of a zero licence fee suggests.
Outside those cases, self hosting a recruitment system means somebody in your organisation now owns patching an internet facing application that holds personal data about people who do not work for you. That is a meaningful obligation rather than a hobby.
What neither kind of free gives you
Structured hiring. Scorecards, agreed criteria, and a record of why a decision was made are what turn recruitment software from a filing cabinet into something that improves hiring, and they are usually the first thing a free tier removes.
You can run structured hiring on paper alongside a free system, and plenty of small employers do. It is worth deciding that deliberately rather than assuming the software is supplying a discipline it is not.

- The code can be, and the installation is only as secure as whoever maintains it. Unpatched self hosted systems holding candidate data are a common and avoidable exposure.

- How long can we stay on a free plan?
- Indefinitely, in most cases. The reason to leave is a cap you have met, not an expiry date, so the useful planning question is which cap you will hit first.
