Average PEO cost per employee: what drives the number
The average PEO cost per employee is a genuinely slippery number, because PEO pricing is underwritten per client rather than published on a rate card. Two companies with the same headcount can pay very different amounts once industry risk, wage mix, state unemployment history and benefits appetite are priced in, and vendors quote in two different shapes, a percentage of payroll or a flat per-employee monthly fee, which makes averages across the market close to meaningless without conversion. What a buyer can do is understand what sits inside a quote, force every quote into the same per-employee monthly form, and compare against the verified vendor prices this site collects. This page shows how the number comes together and how to make quotes comparable.

How a PEO quote comes together
- Census and payroll data. The PEO starts from your employee census and payroll register: headcount, wages, locations, and the split of salaried and hourly staff. This is the base every other pricing input multiplies against, and errors here flow through the whole quote, so check the census the vendor actually priced.
- Risk underwriting. Workers' compensation classification codes for your roles, your claims history and your state unemployment experience are priced next. This is where two similar companies diverge: an office payroll and a field-services payroll of identical size carry different risk costs, and the quote reflects it.
- The administrative fee. On top of the underwritten costs sits the PEO's own fee, quoted either as a percentage of payroll or as a flat per-employee monthly amount, with service tiers deciding how much is bundled. This fee is the part that is actually negotiable, which is one reason to insist it appears as its own line.
- Annual repricing. PEO pricing is not static: benefit premiums renew, claims histories update and payroll grows, and the quote you signed is repriced at renewal. Ask how much fees have moved for comparable clients at renewal before you sign, because year-one pricing is often the friendliest number you will ever see.
What pushes cost per employee up or down
The strongest lever is what the fee includes. A payroll-and-compliance tier costs a fraction of a full bundle where the PEO sponsors health insurance and manages workers' compensation, and much of the visible difference between vendors is really a difference in tiers. The next lever is your salary mix under percentage pricing: because the fee is a share of payroll, higher average wages mean higher fees for identical service, which is why well-paid teams usually do better on flat per-employee pricing.
Risk factors move the underwritten parts: industries with heavier workers' compensation classifications, poor claims histories or volatile headcount pay more, and location matters because state unemployment costs and insurance markets differ. Finally, scale cuts both ways; larger clients negotiate lower administrative fees per employee, but they are also the clients for whom leaving the PEO and running HR in-house starts to beat staying.
Making quotes comparable before you decide
Reduce every quote to three per-employee monthly numbers: the administrative fee, the itemised pass-through costs such as benefit premiums and workers' compensation, and any one-time or exit charges spread over the expected term. Convert percentage quotes using your real payroll rather than the vendor's example, and check what happens to the number at your planned headcount and salary levels a year out, not just today.
Then anchor against the market. The pricing table on this site lists verified per-employee monthly prices for the vendors that publish them, with a median of $499 across the current index, which gives you a floor for what advertised tiers look like before underwriting. A quote far above the published tier should be explainable line by line by the vendor; if the explanation is a blended number, keep asking. The client service agreement, not the quote, controls what you finally pay, and nothing on this page is legal, tax or financial advice.
Common questions
- What is the average PEO cost per employee per month?
- There is no dependable market-wide average, because pricing is underwritten per client and quoted in two shapes. Advertised per-employee tiers among vendors in this index have a median of $499 monthly; underwritten full-bundle quotes run higher and vary with risk and benefits.
- Why is a percentage-of-payroll quote hard to compare?
- Because it scales with wages rather than work: the same service costs more as salaries rise. Convert it to a per-employee monthly figure using your actual payroll, then compare it against flat-fee quotes on the same basis.
- What is usually excluded from the quoted fee?
- Pass-through costs: health insurance premiums, workers' compensation and state unemployment charges. Two quotes with similar headline fees can differ widely once these are added, so require them itemised.
- Does a cheap PEO quote mean a worse PEO?
- Not by itself; it often means a thinner tier. The check that matters at any price is IRS CPEO certification status and the service agreement's terms on tax remittance and exit, because those govern the risks a price sheet does not show.
