How to choose between the two
- Count your entities. If you already employ people through your own local entities and the pain is running many payrolls, you want global payroll services. If you have no entity in the country you are hiring in, you want an EOR.
- Check the per-employee arithmetic. Global payroll products in this index advertise low per-employee monthly prices; EOR products advertise several hundred dollars per employee per month, median {median}. The gap is the cost of the vendor being the legal employer.
- Plan the crossover. Teams often start hires in a new country on an EOR, then open an entity once headcount justifies it and move payroll onto a global payroll platform. Several vendors sell both sides and advertise the migration path on their own pages.
- Verify the country list for the product you mean. A vendor's EOR coverage and its payroll coverage are not the same list. The country pages on this site link each vendor's own country guide so you can check the market you care about.
What the advertised prices cover
For global payroll products, vendors in this index advertise low monthly per-employee prices covering calculation, filings support and payslips across your entities. For EOR products the fee covers legal employment, payroll, filings and statutory benefits administration in the vendor's name. Both sets of figures in the table above are quoted verbatim from the vendors' pages with the date checked; anything not published is shown as not published rather than guessed.
Common questions
- Is global payroll cheaper than an EOR?
- Per employee, substantially, because you are supplying the legal employer. The trade is the fixed cost of opening and running each entity, which is what makes the EOR the cheaper total below a handful of hires per country.
- Can one vendor do both?
- Several vendors in the index advertise both an EOR and a global payroll product, priced separately. The vendor profiles on this site show each product's verified price where the vendor publishes one.
- Do these prices include employer taxes?
- No. Advertised fees are the vendor's service charge. Salary, employer contributions and statutory costs in each country come on top, whichever product you choose.
