Fixing the process before buying the tool
- Ask what decision the output feeds. Pay, promotion, development, or nothing. If the honest answer is nothing, no software will make people take it seriously and the project should stop here.
- Count the hours the current cycle costs. Manager time, HR chasing, and the meetings. That figure is both your business case and your warning: a heavier process in software is a heavier process.
- Pilot with the most sceptical manager. Not the enthusiastic one. If a sceptic completes a cycle without being chased, the product is usable. If they do not, you have learned the real adoption rate before rollout.
What the software genuinely does well
It keeps a record, it makes the cycle visible, and it stops reviews disappearing into inboxes. For an organisation past a hundred people those are real and hard to achieve otherwise, and they are the honest core of the value.
The second genuine benefit is consistency of evidence. When a difficult decision is challenged, having the same structure of record for everybody is worth a great deal, and it is almost impossible to reconstruct after the fact.
What it cannot supply
The conversation. A manager who avoids telling somebody their work is not good enough will avoid it just as effectively inside a well designed form, and the form will then contain a rating that contradicts what everybody knows.
It also cannot fix ratings that are really budget decisions. Where the distribution is set in advance, managers work backwards from the number they are allowed to give, and no amount of goal tracking changes that arithmetic.
Choosing between the two shapes on sale
One shape is the annual cycle done properly: forms, calibration, sign off, records. The other is continuous: check ins, notes, lightweight feedback, with the annual view assembled from what accumulated. They suit different organisations and are frequently sold as the same thing.
Pick by asking how often managers and their people currently talk about work. Where that is weekly, continuous tools amplify something real. Where it is twice a year, a continuous tool creates a new obligation that will be abandoned in the second quarter.

- Do we need this under a hundred people?
- Rarely. Below that, the record can be kept simply and the value is almost entirely in the conversations, which need no software.
- Should performance ratings feed pay directly?
- Linking them makes both conversations harder and is still what most organisations do. Whatever you choose, be explicit, because ambiguity here is what makes managers inflate.
- Can the HR system's module do this?
- Often yes and it is the first thing to test, because the employee record and reporting lines are already there and correct.
- What is the commonest cause of failure?
- A process nobody valued, now enforced. The software is blamed and the process is the cause, which is why the honest work happens before the purchase.
