Best global payroll providers

Global payroll providers run payroll for your own foreign entities: calculating pay under each country's rules, withholding the right taxes, remitting to the right authorities on the right dates, and consolidating the results into one view. It is a different product from an employer of record, which employs people for you where you have no entity, though most vendors in this index sell both and the marketing blurs them on purpose. Best-of lists in this market are almost all paid placements. This page does something narrower and more useful: the table shows what each provider actually publishes about pricing, verified against the vendor's own page, and the sections below say what separates providers when the claims are stripped away.

Figures on this page come from the EOR Compass Pricing Index: 7 vendors with a verified published price, median $499 per employee per month, checked against each vendor's own pricing page.

How to evaluate a global payroll provider

  1. Separate the two products first. Decide per country whether you need payroll for an entity you own or employment via EOR because you own nothing there. Providers price these differently, and a quote that mixes them without saying so cannot be compared with anything.
  2. Match the country list to your actual footprint. Coverage claims count countries; what matters is whether your countries are served natively or through subcontracted local partners. Ask which of your countries run on the provider's own engine and staff, because partner-served countries add a layer where errors and delays concentrate.
  3. Price against a specimen month. Get a written quote for your real entity list and headcount: per-payslip or per-employee fees, implementation, year-end filings, off-cycle runs and currency charges. Compare providers on that total, not on the headline rate, and check it against the published pricing in the table.
  4. Test the evidence trail before go-live. Ask how the provider evidences remittance in each country: filing confirmations, authority receipts, and reconciliation reports you can check against bank movements. A provider that resists showing evidence of filings is asking you to carry the risk it is paid to manage.

What global payroll providers actually differ on

Underneath comparable marketing, providers differ on three things. First, engine versus aggregator: some run their own payroll calculations in each country, others aggregate local bureaus under one contract and dashboard. Aggregation is not wrong, it is how full country coverage exists at all, but it determines who fixes an error and how fast. Second, scope of filings: calculating net pay is the easy half; registrations, year-end statements, statutory reporting and correcting prior periods is where providers earn or lose their fee. Third, integration: payroll inputs come from your HR and finance systems, and a provider whose intake is a monthly spreadsheet will reintroduce the manual errors you are paying to remove.

Statutory obligations are the fixed backdrop to all of this: what must be withheld, remitted and reported is set by each country's tax authority, and the authoritative statements are official, such as HMRC's employer guidance for the UK, which requires reporting payments and deductions to HMRC on or before each payday. A provider's country guides should agree with those official pages; where they disagree, the official page wins, and the disagreement is a fair interview question for the vendor.

Pricing shapes and what they hide

Global payroll is quoted per employee per month or per payslip, with the advertised figure covering the standard monthly cycle in the provider's core countries. The recurring gap between advertisement and invoice comes from implementation fees, per-country minimums that make small entities expensive, year-end and off-cycle charges, and currency conversion margins on funding. None of these are illegitimate; all of them belong in the comparison, which is why a specimen month for your real footprint beats any rate card. The table on this page holds vendors to what they publish, median $499 monthly among those that publish at all, and links each figure to the vendor's own pricing page so you can see the terms beside the number.

The EOR side of the same vendors prices differently, with management fees typically several times the payroll-only rate, because employment carries liabilities payroll processing does not. If a proposal quietly serves some countries via EOR and others via payroll, split the quote and compare each half against its own market. Contracts control everything here; verify what you sign, and treat this page as evidence for the comparison, not advice.

Common questions

What is the difference between global payroll and an EOR?
Global payroll runs pay and filings for entities you own; an EOR legally employs people for you where you own no entity. They are priced and contracted differently, and most large vendors sell both, so make every quote say which product covers which country.
How much do global payroll providers cost?
Per employee per month or per payslip, with the vendors in this index that publish pricing showing a median of $499 monthly. Implementation, year-end work, off-cycle runs and per-country minimums move the real total; compare on a written specimen month for your actual footprint.
Is one provider for all countries better than local bureaus?
One contract and one dashboard reduce coordination cost, but many global providers subcontract the same local bureaus you would hire directly. Ask which of your countries the provider serves natively; the answer tells you what the consolidation premium is actually buying.
How do I verify a provider is filing correctly?
Require evidence per country: filing confirmations, authority receipts and monthly reconciliation against your bank movements. Official tax authority guidance, like HMRC's requirement to report on or before each payday, defines what on-time means; hold the provider's reports to that standard.
