Lists of the top PEO companies are mostly assembled from affiliate payouts, which is why they rarely show a price, a date or a source. This one is built the other way round: each vendor is listed with the pricing its own public page advertises, the date that page was read, and a link to check it, and the comparison that matters most in the PEO market, whether the organization holds IRS certification as a CPEO, is treated as a fact to verify rather than a logo to admire. What follows is how the ranking works and what actually separates PEOs once the marketing is stripped off.

How this comparison is built

  1. Advertised pricing is captured from the source. Where a PEO publishes per-employee pricing or a payroll percentage, we record it from the vendor's own page with the date read and the link. Vendors that quote only through sales calls are listed as unpublished, which is itself information about how they sell.
  2. Certification claims are checked against the IRS list. A vendor claiming certified status should appear on the IRS's published list of certified professional employer organizations, and the claim is only recorded here when the listing supports it, because certification changes who is liable for employment taxes.
  3. The bundle is decomposed before comparing. PEO quotes mix administration, benefits access and insurance into one figure. We note what each vendor's advertised price includes and what is quoted separately, because two identical headline numbers can buy very different bundles.

What actually separates the top PEOs

Certification first. A certified PEO, one the IRS has vetted for financial responsibility, integrity and tax compliance history, is treated under federal law as the employer for the wages it pays worksite employees, which relieves the client of liability for those employment taxes. A non-certified PEO leaves that liability generally with you, whatever its size or brand. Since certification is public and checkable, it is the cleanest single dividing line in the market, and the top of any defensible ranking is disproportionately certified.

After certification, the separators are the benefits pool and the pricing structure. The benefits a PEO can offer depend on the scale and claims history of its co-employed pool, which is why quotes for the same team differ so much between vendors. Pricing comes in two shapes, flat per employee per month or a percentage of payroll, and the percentage shape silently raises the fee every time you give raises, which is worth pricing over a multi-year horizon rather than at the quote.

Fit matters more than rank

The best PEO for a ten-person software firm and the best for a sixty-person field-services company are usually different vendors: state coverage, workers' compensation appetite, industry familiarity and benefit plan design all cut differently by workforce. Use a ranking to build a shortlist, then make each candidate quote your actual census, list what the fee includes, and state its certification status and exit terms in writing.

Exit terms deserve their own question, because co-employment is easy to enter and laborious to leave: benefit plans re-enrol, payroll history migrates and timing around a year-end matters. A top vendor will explain its offboarding process unprompted. One that will not discuss leaving before you have joined is answering the question anyway. What makes a PEO one of the top companies?
Checkable things: IRS certification status, published transparent pricing, a benefits pool that quotes well against your census, and clean exit terms. Brand size correlates loosely with all four, but each is verifiable directly, which beats trusting the correlation.
Why does CPEO certification matter in a ranking?
Because it changes liability, not just credibility: a certified PEO is treated as the employer for employment taxes on the wages it pays worksite employees, relieving the client of that liability. With a non-certified PEO the client generally remains responsible, so certification is a structural difference between vendors.
How are PEOs priced?
Flat per employee per month, or a percentage of total payroll. The vendors in this index that publish figures advertise the amounts shown in the table above. Percentage pricing grows with every raise you give, so model both shapes over the team you expect to have, not the one you have today.
Should a small company just pick the biggest PEO?
