Human resource reporting

Human resource reporting is a calendar problem before it is a data problem. Different audiences want different things on different cycles, and the failures are almost always about timing and definitions rather than about the numbers.

Three audiences, three different reports

Managers want their own team, now: who is in, who is absent, who is approaching a trigger. Executives want trends: headcount against plan, turnover, cost. Regulators and auditors want specified returns on fixed dates with evidence behind them. Trying to serve all three from one report produces something nobody finds useful.

Build the calendar backwards from the deadlines

List every statutory or contractual return you owe, put the deadline on a calendar, then work back to when the data has to be clean and who does it. Most late filings are not caused by difficulty; they are caused by nobody starting until the deadline was close and then finding the underlying data needed work.

Reproducibility is what makes a report evidence

If you are asked in a year how a figure was arrived at, you need the definition, the source and the cut-off date. That means reports run from dated data rather than from a live view, and an archive of what was submitted. A system that overwrites records rather than effective-dating them makes this much harder than it needs to be.

Confidentiality rules belong in the report design

Absence reasons, health information and performance ratings should reach different people than headcount does. Set the access rules when the report is built rather than relying on the good sense of whoever forwards it, and apply a minimum group size to anything broken down far enough to identify a person.
