Every employer of record publishes a country list and almost none employ directly in all of them. Behind the map is a mixture of owned entities and local partners, and the difference affects service, liability and price. Reading the list correctly is most of the diligence.

Owned entity or partner

Ask, country by country for the ones you need, whether the provider employs through its own entity or through a third party. A partner arrangement means somebody you did not choose is the legal employer, with their own service levels and their own view of risk. It is not disqualifying and it changes what you are buying and who answers when something goes wrong.

What to verify in each country you need

Who the legal employer is, what the statutory benefits and notice periods are, how terminations are handled and at what cost, and what the provider does about local mandatory insurances. Termination is the question most likely to be answered vaguely and most likely to matter, because it is expensive and procedurally strict in much of the world.

Price comparison needs the same scope

Quotes differ on what is included: statutory benefits, mandatory insurances, deposits, and the treatment of variable pay. Ask each provider to quote the full monthly employer cost for one named role in one named country, and compare those totals rather than the headline fee per employee.

Does a longer country list mean a better provider?

Not by itself. Depth in the countries you actually need matters more than breadth on a map.

Can we use an EOR for a contractor?

An EOR employs people. If the person is genuinely a contractor, a contractor payment arrangement is the right tool and the status question comes first.

What happens if we later open an entity?

The employee transfers, and the process differs by country. Ask how the provider handles it before you need it.
